I was right...
I am a moron. But, it wasn't all my fault. As I had figured, something with my install of Sametime 7 limited Use was not right at all. So last night I made a backup of the vpuserinfo.nsf, and uninstalled the software. Once that was done, I reinstalled with the full version of Sametime 7 and restarted Domino. A few minutes later, I fired up my browser and I could now manage the server correctly! I could get to all of the pages, and life was good! Again, because this install of Sametime sits on a clustered Domino server, Sametime kept insisting on using the "private" cluster port. That's why it couldn't talk to the other Sametime server.
